Council is delighted to present to you the design plan by landscape architect FSLA for the Chelmsford Place Promenade in Leeton. The design plan forms Phase 3 of Leeton Shire’s CBD Enhancement Project and aims to create a more attractive, integrated and vibrant setting that celebrates Leeton’s history and brings increased social and economic benefit to the community.

Council first sought ideas for the refurbishment of Chelmsford Place in late 2016. There was extensive community consultation which culminated in a concept plan by RedBelly which was endorsed by Council.

Key aspects of the early plan included a symmetrical promenade, closing off the road between the two top islands, celebrating Leeton’s irrigation history and delivering Walter Burley Griffin’s art deco inspired area for gathering.

Having listened to all the feedback provided by the community during the previous consultation rounds, Council now presents for consideration an updated plan which is believed will leave a legacy for future generations.

The design seeks to realise Walter Burley Griffin’s original design intention of a central town square with a bold land axis, ornamental pools and shaded promenades to create a vibrant greenspace for the region and an iconic entry to Leeton’s CBD. The look and feel will be spectacular!

The design creates a sequence of connected spaces with views along the central axis. The existing road between the two top islands will be removed and become a connected, open green space. This seeks to increase the space available especially for events and festivals and to increase safety.

Various species of deciduous trees will be planted. The total number of new tree plantings will be more than double the existing number of trees . Six of the existing Canary Island Date Palm trees will remain in their current location with a further two mature palms trees to be added.

Special water features such as a dethridge wheel, fountain and connecting rill will celebrate Leeton’s history as birthplace of the MIA. There’ll be plenty of shaded seating areas to sit and relax, a bandstand lawn, central lawn area, water tower lawn as well as an interpretative walk. The Promenade will be an attractive place to gather and relax.

Other key features include decorative art deco forms such as flower beds in a radiating, sunburst pattern and a war memorial garden with circular seating and a symbolic planting of rosemary and poppies to remember our fallen soldiers.

The heritage listed brick bandstand and lamp posts will be renovated and the existing Walter Burley Griffin artwork will be relocated to the back of the water towers amongst another lovely shaded seating area and garden.

Council believes the design cleverly captures the essence of what the community has previously identified as important for the space, creating an exciting vision for the future.

The design will transform Leeton’s CBD to create a vibrant greenspace for the region for all ages and an iconic entry to Leeton’s CBD while celebrating our history and leaving a legacy for future generations.

The lower island will be partly funded under the Federal Government Drought Communities Extension Program and partly under the NSW Government Stronger Country Communities Program Round Three. Funding will need to be sought for the upper island.
