Consultation has concluded

Leeton Shire Council has put to the community a proposal to allow for a greater range of residential accommodation to be established in Leeton’s main street.

Council’s Manager Planning, Building and Health Garry Stoll said that in early 2017 Council completed a project to develop a range of strategies to enhance the Leeton Central Business (CBD) following widespread community and stakeholder consultation.

“One of the strategies identified through this project aims to reenergise the Leeton CBD by allowing a greater range of residential accommodation so that a larger number of people will be permitted to live in or close to the main street area.”

Currently only flats on the upper floors of existing shops are allowed by Council.

To change this situation, Council has prepared a proposal to amend the Leeton Local Environment Plan (LEP) to allow a greater range of residential accommodation that can be built and it is proposed to also include dwelling houses, hostels, multi-dwelling housing, residential flat buildings and seniors housing in this area.

The Planning Proposal, gateway determination and supporting documentation may be viewed at the following locations:

Anyone who wishes to comment may do so by providing their thoughts to Council either via a written submission (letter or email to council@leeton.nsw.gov.au), providing your comments below or by contacting Council’s new Planning Officer Sarah Nash on (02) 6953 0928 for further information.

Submissions will close at 4pm on Friday 11th May 2018.

Discussion Points
1 - no residential frontage to the street from Caltex Roundabout to Coolibah Street in Kurrajong Ave
2 - Whilst I do not care for Art Deco - it was the original concept and is the theme of the town so should be maintained
3 - As to building height - above 3 stories the building code (unless changed) require lifts, thus creating quite an expense though I have no problem with more height
4 - Whatever is decided, parking must be of prime consideration
5 - Sycamore Street in general, including the empty block beside the NAB block facing Sycamore Street, and where appropriate multi story, the now empty Shell Service Station site in Chelmsford Place, the old Hydro Tavern site, Church Street, plus the back lane business blocks that may be suitable for multistorey residential occupation - in other words residential that does not open onto the actual main street unless through maybe Arcade type access from the residential areas
6 - Some of the existing buildings in the main street are past their use by date. structurally and layout, therefore this concept may have many advantages of rejuvenating the main street
6 - Explore and develop a proper town bypass for heavy vehicles rather than current dogs breakfast of McQuillian Road that is a real danger and impediment to traffic in the CBD
7 - I am a very strong supporter of this type of development as it takes the pressure off converting prime agricultural land for residential development

This needs to be done. The key word here is balance between residential and retail there are many instances of the two working together. In the major cities both here and overseas.They have this type of mix. It will give the CBD a cosmopolitan feel, together with a feeling of life and colour.. I have been saying, that this is the way forward with some of the empty shops that will never ever going to attract retail again for various reasons such as Internet shopping or layout of the building not matching their business There are individuals who are at home living in this type of environment and would welcome the opportunity to move from the cities and major regional centers to this type of residential area and in turn they would bring their skills.There is the local population who welcome this type of accommodation both to retiree and those who are starting out. Matters to consider would be 1) parking 2) Art Deco Facades 3) height 4) amount (density) 5) getting the total main road ownership back from the state and a by-pass put in, of the main street

Well I feel it is a great idea, not sure about a hostel or crisis accommodation should be that close to the CBD. I think if really modern flats where placed where the hydro was would be good.

I believe a good idea providing it is controlled. I mean we don't want all the empty shops in the main street turned into flats or accommodation dwellings.The development on the Hydro vacant land is an excellent proposition. Wasn't there something like that to happen down near the golf course and close off Maiden Ave. Can that be revived???!!! And two other points, (1) Make the angle parking reverse in. As it is quite difficult to see whats coming when trying to back out. A number of towns have reverse in angle parking. The little hold up in backing in is nothing compared to trying to see past a van or a larger vehicle and back out.
(2). When changing the LEP can it also include being able to subdivide the 4000 Sq.m. blocks surrounding town. Would add dozens of house blocks to the area. As it is it is the town bound in by these blocks.

I think allowing redevelopment around the Chelmsford precinct is a positive concept.

I think this is a great idea. It would make the street more active and vibrant, and fill some of the gaps that are left by vacant premises

Interesting concept, might revive the main street, too many empty shops at the moment, need to consider effect on parking and residents who live here need to be aware of noise issues, might be better to rather look at areas like Dooley Lane and Sycamore street area and see if that cannot be revived and turned into high modern density housing/apartments

I think this is a very pro-active approach to re energising the CBD however, I think it will need to be carefully considered. I’m not sure how the facade of a Main Street could be maintained, residential doors would perhaps open straight into pedestrian traffic but With careful planning and consultation anything is possible.
